ACL errors and chown Errors

I continue to received JAVA errors when repairing permission in 10.6.8


I've been storing things in the shared area, only to learn it really mucks things up if you try to MOVE items back to YOUR folder (it makes a copy instead of moving).


I was trying to chown

chown -R mike:staff /Users/mike


and I receive the following errors

chown: /Users/mike/Desktop/Software/Apple/About Apple Remote Desktop Client 3.6.2.webarchive: Operation not permitted


CHMOD:

[powermac:~] mike% chmod -R 700 /Users/mike


chmod: Unable to change file mode on /Users/mike/Desktop/Software/Apple/OS X Lion: Supported digital camera RAW formats 20121213.webarchive: Operation not permitted


I get the same error on a number of files that originated from a NTFS volume.


Since Apple can't fix their own file errors, does anyone have any clues/fixes or 3rd party utils they recommend?
