For factory reset, you need to open iTunes, connect your iPhone and click the Restore next to the Check for Updates on your iPhone Summary page. THIS will do a factory reset meaning it will redownload iOS 7 if it doesn't find the file in your ~/Library/iTunes/iPhone Software Updates (Mac).

The Restore down below by the Back up button will only erase settings and data. It won't reinstall iOS 7.

As always, make sure you do an iCloud and/or iTunes back up before you do this.
