dleaonhardt offers a good option. If that doesn't work for you, the following Knowledge Base article offers up some additional steps for troubleshooting Touch ID:

Particularly:
Troubleshooting Touch ID
- Ensure that your fingers and the Home button are clean and dry.*
Note: Cover the Home button completely. Don't tap too quickly, don't press down hard, and don't move your finger while Touch ID is scanning. - Tap Settings > General > Passcode & Fingerprint > Fingerprints and verify:
- Passcode Unlock or iTunes & App Store is enabled.
- One or more fingerprints have been enrolled.
- If one finger isn't working, tap Edit in Settings > General > Passcode & Fingerprint > Fingerprints > Editto delete and then reenroll the finger.
- If that finger still isn't working, try enrolling a different finger.
- If you are unable to enroll any of your fingers, take your iPhone 5s to an Apple Retail Store, Apple Authorized Service Provider, or contact AppleCare for further assistance.
If you are unable to complete Touch ID registration in iOS Setup Assistant, restart your iPhone 5s.
* Moisture, lotions, sweat, oils, cuts, or dry skin may affect fingerprint recognition. Certain activities can also temporarily affect fingerprint recognition, including exercising, showering, swimming, cooking, or other conditions or changes that affect your fingerprint.

Oct 24, 2013 4:22 AM in response to sethc33by The Seneschal,Seth and everybody else with tis problem... got my 5s today and was just setting up fingerprint recognition... land line rang half way through initial phase and when I came back to iPhone, of course, the action had failed... same message as Seth, no way to re-try.
Pedro's response does not deal with issue.
Krunk4ever solution worked for me.
Switch phone off and boot again....
Problem solved, now got thumb and forefinger recognised!

and Krunk4ever was just reiterating that.
Maybe you should try reading the entire post instead of glazing over things.

I noticed the problem while changing LCD in iphone 5S ,
i think apple have setup something in between its orginal lcd come with the phone and motherboad.
when i try with another orginal LCD unit (from another phone) , it wont work the fingerprint and vise reverse in another phone too
i tried in5 phones by changing the LCD unit , i m getting the error failed setup finger print ..
when i put its orginal LCD back it works

The problem is that I bought this iPhone directly from ColorWare, not Apple.
And I am suspicious that may Colorware switched the original LCD from mine to someone's during color custom process, if you are correct about LCD unit.
Does anyone have a way to fix this Touch ID issue other than switching the LCD unit?

5 turn on/off cycles helped me, along with that I also:
- Turned off passcode
- Turned airplane mode on
- Erased all "additional" settings

After I did an Hard Reset the button start working, but how I did it is press on buttons ON + Home B. to shut down the phone and after that press it again to turn on, release the buttons and when you see the apple logo press them again and phone will go Off again and then power on normally.
