Do you have enough space o iPhone? You need +/- 3.5 GB space.
Are you connected to a wall power adapter?
Have you tried updating using computer iTunes?

Thanks for the response. I have 16.5 GB of available space at the moment. I've tried it connected to a wall charger and connected to my wifi, my schools wifi, and my gyms wifi all with no success. I have not tried it from iTunes but after posting this question a few suggestioned discussions came up, one of which recommended backing up to iCloud or iTune and then performing a complete restore. I'm in the process of doing that now, whether it works or doesn't work I will get back to either way. Thanks again.

I had no luck with the restore. After restoring all my content off of iCloud it attempted to download iOS 7 with the same result. I think my next step is to speak with a "Genius" at an Apple store, unless you have any other suggestions.

Try updating it with iTunes - much easier than what you are proposing AND you should be making a backup of your phone anyway prior to doing it.

iTune wouldn't even recognize an available update. My phone updates automatically every night with iCloud. So should I suck it up and go to an Apple store for help?

Only the latest iTunes will update your iPhone to IOS 7.
