I've tried to update my phone but it said I didn't have enough storage. So I deleted apps and added storage so I know I have plenty available but it still won't let me update. What can I do to update my phone?

Impossible, as the iPhone cannot possbly have any storage added. So where did you delete apps from? Was it iCloud or some such thing?
On your iPhone, go to Settings > General > Usage and delete apps and other data from there.

The message applies to the Device... Not iCloud. Increasing iCloud Storage does Not Increase the storage capacity of the Device.
You need to Delete Content from the Device... at least 3 GB of Free Space is required to update. ( if that is what you are attempting to do.)
Once Updated... Re-Sync your Content.
