I have iphone 4s ios 7 when I want to transfer any files from my macbook pro to my iphone 4s it's not pairing with my macbook.kindly assist me.

Correct. Bluetooth was never designed to be used that way on an iPhone.
You can transfer items like PDF files from iTunes on your computer to iBooks on the iPhone.
