It seems to require something called a "Freedom account". It also doesn't seem to prevent you from opening apps. So theoretically, one could still play games that didn't require data access:

There are some things Freedom can’t do. Freedom can’t block phone calls or texts that come across cellular networks. No apps can do that. Freedom also can’t prevent you from opening apps. Freedom prevents Apps, Browsers, and Email clients from getting new content.

I suppose, however, for people unwilling to control their own behavior, it might be worth the monthly cost.

Best of luck.

Yes, there is. I don't know why everyone says it isn't allowed.

There is an app called "Forest" you can use for this. It doesn't "block" other apps or anything, so to speak, but you set a timer and are not allowed to check your phone during that time or else your Forest dies.

It doesn't sound like it works because you can still check your phone, but it helps immensely. And the coins you earn from the game can be spent to plant real trees!

Useful though you may find that app, it doesn't fit the OP's requirement of "can't be overridden". And, apps that would do what the OP wants are, in fact, not allowed. Hopefully, in the two years since the OP posed this question, though, they have figured out how to deal with the situation.
