I don't have FaceTime and phone on my iPad why

I have purchased iPad 4 from UAE in which I can not use FaceTime and phone (due to not installed in iPad) . I am using this iPad in India and want to install these applications. Please support me for the same.

You won't have a phone on an iPad, you can't use it as a 'normal' phone. For FaceTime, that isn't on iPads sold in the UAE due to restrictions by the UAE government, and even though you may now be in a different country youu can't install it, including via iOS updates (it's blocked by the serial number). There are simiar apps such as Skype For iPad.
