- Quit iTunes
- Go to Safari and open Safari preferences (in the Safari/Preferences menu)
- Navigate to the privacy tab.
- Choose to "Always" block cookies (you can change that back once the issue is solved)
- Click "Details" below "Remove All Website Data"
- Type apple.com in the search field
- Select apple.com and click the remove button
- Check that the apple.com line does not re-appear (it shouldn't, but if it ever does, quit and relaunch Safari and start over)
- Quit Safari
- Launch iTunes
- Connect to your iTunes account
- Smile :-)
Here is for Windows 7 (must be similar for other Windows versions):
- Quit iTunes (and Safari if you have it)
- Openan Explorer window ("My Computer" for example)
- Well hidden in the upper bar under "Organize" choose "Folder and search options"
- In the "view" tab, make sure that "Show hidden files, folders and drives" is checked and click OK
- Navigate to C:\Users\YourUserName\AppData\Roaming\Apple Computer\iTunes\Cookies or YourUserName\AppData\Roaming\Apple Computer\iTunes\Cookies if that is easier
- Delete everything in that folder
- (I am not sure this is necessary) you might want to also trash items in the YourUserName\AppData\Roaming\Apple Computer\Cookies folder
- Launch iTunes
- Connect to your iTunes account

iTunes showed I was logged in, displaying my Apple ID on the screen (left bar where it normally is) but I couldn't access my account, with the same error message coming up again! (seriously this is total BS)
I deleted EVERYTHING under
C:\Users\YourUserName\AppData\Roaming\Apple Computer\iTunes
or YourUserName\AppData\Roaming\Apple Computer\iTunes
Some people have had success only deleting everything in the cookies folder
C:\Users\YourUserName\AppData\Roaming\Apple Computer\iTunes\Cookies

"We could not complete your App Store request.The App Store is temporarily unavailable. Please try again later"
Not only me affected. friends also have same problem. no resolution from apple yet!!

Nov 9, 2013 10:20 AM in response to Annie Sargentby marymnmac,I've had the same problems for the last three days. I have latest version of itunes. I can access on my iPhone and my PC but not my macbook air. I've tried suggestions but no success.

Close the app store. Make sure you have the Finder active. Hold down the "Option/Alt" key and click on the "Go" menu in the top menu bar, choose Library.
Delete the preference file: com.apple.appstore.plist
Delete the preference file: com.apple.storeagent.plist
Restart the computer
Launch app store

But I followed the exact advice from this support post below and now I can access my account info on iTunes. There was a conflict between Kaspersky Internet security (my firewall) and iTunes.
