Q: How do I downgrade storage on iCloud?

I mistakenly changed my iCloud storage to the wrong amount.  When I go in to downgrade the amount, I can get all the way, then when I come to the Done button it is not available to me.  Only Cancel is available. What do I do to downgrade storage?
