Thank you for using Apple Support Communities.
I would start by restarting the iPhone and the computer, and then try to access the Apps tab again.
iOS: Turning off and on (restarting) and resetting
http://support.apple.com/kb/ht1430
Depending on the version of Windows you are using I would recommend either of these 2 articles.
iTunes for Windows Vista or Windows 7: Troubleshooting unexpected quits, freezes, or launch issues
http://support.apple.com/kb/ts1717
Or
iTunes for Windows XP: Troubleshooting unexpected quits, freezes, or launch issues
http://support.apple.com/kb/TS1421?viewlocale=en_US&locale=en_US
If the issue persists after that, then I would re create the iTunes library.
iTunes: How to re-create your iTunes library and playlists

Take care,
Sterling
