The apps should be free at the store, when you first sign in: About Free Apple Apps for iOS 7 compatible devices

Have you registered your device with Apple?

if you missed to register immediately, when you set up your phone, do so now at

https://supportprofile.apple.com/

Then the apps should become free at the App Store.
