Is there something wrong with the app store in India?

I can't seem to buy apps. The free ones get downloaded, but everytime i try to buy an app, it says that my billing info was off and everytime i put the card's security code in, i'm charged a dollar and it just resets itself and says the same thing! I try to enter my details and click 'done', i'm charged another dollar. This had happened earlier as well, but it sort of got fine by itself after a while. This is extremely agitating as I can't even contact apple support to complain and/or get my money back. Is anyone else going through the same issue? Can some one help me with this please?
