i cant update to ios 7

when i search for updates it says ios 6.13 is the newest update, it isnt, many of my friends have ios 7 already, i have a ipod touch, currently updated on ios 6.1.3 pls help

The fourth generation iPod touch doesn't have enough RAM to run iOS 7.

Correct. The 4G does not have enough RAM for iOS 7

All the iOS devices compatible (iPhone 4 and later, iPad 2 and later, and 5G iPod touch) with iOS 7 have at least 512 MB of memory (RAM). The 4G iPod only has 256 MB
