Move and scale wallpaper not working

I've followed the steps to Reduce Motion on both my iPhone 4S and iPad 2 and I still can't resize (specifically, zoom out) on any of my pictures that I want to use as a wallpaper. Can anyone help me or will Apple fix this issue?
