Email doesn't sync. Each device accesses the mail directly on the server so they are all looking at exactly the same thing.
What exactly is taking time to appear across devices? Do you mean emails aren't arriving at the same time on multiple devices? Or sent emails don't instantly appear on other devices?
If I receive an email to my .icloud address, and I have both ilcoud.com open and my phone near by, the emails arrive within seconds. That I expect. If I read the email and/or delete it from one, it does not get marked read or deleted on the other for several minutes.
iCloud uses push email for incoming emails and the push notifications of new mails are delivered almost instantly.
Other changes are not pushed instantly. See: http://support.apple.com/kb/TS4083
