Q: Can I restore my current iOS 6.1.3 (just to clean up my phone) whitout upgrading?

I am just trying to cleanup my phone and already have iOS 6.1.3 on it. I DO NOT want to upgrade to the new iOS 7. Is there a way to do that? Thanks.

To wipe your phone without updating:

Settings > General > Reset > Erase All Content & Settings
