Yes you do. Run the Camera app and swipe the "Video/Photo/Square" setting at the lower-right to "Video"

Yep, that's a bug from the other reports on the problem. For now, resize your wallpaper on your computer and then move it to the iPad.

AND to make matters worse: my entire music and apps library was swiped clean... "

I believe you're warned, as has been the case with every major iOS upgrade, that the content would be removed. It warned me on my iPad, anyway. Resync from your computer or redownload from the iTunes Store.
