iOS 7.0.2 security update

Settings>General>Passcode Lock>Siri>Off.

It's not a workaround. It's the method Apple has given you to prevent Siri from being used while the phone is locked. There was no need to add anything as that setting has existed at least since iOS 6.

What is reasonable is to enable Find My iPhone under Settings > iCloud, make sure you have regular backups to iCloud or iTunes, and then if the device goes missing, immediately contact your carrier to suspend your service and use the Find My iPhone feature on www.icloud.com or the Find My iPhone App on another iOS device to remote wipe your device.

If you think it's a bad idea, disable Siri. If you don't like that solution, submit feedback to Apple. I don't see what other technical matters there are to discuss.
