set up of iPhone 5S never completed - restoring from iCloud never finished

This is related to an earlier question I posted about my husband being prompted for MY OLD Apple ID.

In addition to that issue, which is inexplicable, the initial setup restore-from-iCloud has never finished - it's been 24 hours.

Please advise.

iPhone 5s, iOS 7.0.2
