    On your desktop, in iTunes Store, tap on your Apple ID at the top.

    About 4 or 5 lines down it says "Country/Region: United States" -- next to it states "Change country/region"

     

    On iPhone/iPad, this is done at the bottom of the itunes page, where a box shows your Apple ID. Tap this and it should show something similar.
