New iCloud for PC doesn't allow uploading

I noticed that the option to select an "upload folder" on your local harddrive has been removed.
There is ONLY the option to select where to store pictures from your Photo Stream TO your computer.
I LOVED the upload feature in the past because I would easily dump pictures into a folder on my

desktop and instantly have them on my phone for later reference. I literally used this feature daily.
And now it appears to be gone. Why did apple do this? Is there a work-around?
