Q: I have repeatedly tried to upgrade to the $40 plan and the "next" button will not allow me to "buy"

scroll down to 'How do I upgrade my current plan' and expand the 'Mac OSX' section for instructions.
If this is what you have been doing and it doesn't work you should contact Support. Go to http://www.apple.com/support/icloud/contact/ and tell them that you want to spend money and it's not letting you.
