we have had a lot of accidents with our ipod touches in our 11 people family, we probably have 4 or more 3rd generations lying around not doing anything, my sister has a working ipad, but she wants to get a 5th generation ipod touch, can she trade in as many 3rd generation ipod touches in that recycling program to get like 40% assuming that we have 4 3rd generation ipod touches?

They don't take trade-ins and cash to step up to a newer version of iPod Touch nor do they fix them. As time goes on the Apple stores are getting expertise and staff so that they can make these repairs in the Apple stores but now however you can give it to them and pay a flat repair fee and they will give you in return a refurbished iPod Touch. I'm not sure about how many at one time but if not more than one at a time then do one one time and one at another time. Good Luck!
You can trade in as many old iPods as you want but you only get %10 off if your turn in one iPod or a dozen
Apple will only give you a 10% recycling discount if you turn in an old iPod when you purchase a new one. Better off selling it yourself.
