Q: cant access my icloud id

i cant activate my iphone 4s, it have activation lock on icloud id that password i forgot i cant reset it.my children and my wife meee up with it two nights before when i install IOS 7,0,2,i got all proffs in a world that phone is my, its under contract but am living in Bosnia and Herzegovina.What sholud i do now every help in welcome
