why find me not work in egypt

Question

i have i phone for since os was 4.3.3 and evry time i try to use find me but not work alwys tell me Divece offline and now i have ios 7.0.2 and still

this problem in Egypt my phone alwys( conacted with internet )

iPhone 4, iOS 7.0.2
