The on screen keyboard or a bluetooth one?
The common fix for anything not working is to reset the iPad. hold down the sleep and home buttons until it reboots.
Both on screen and bluetooth ones. Trying to hold the buttons now. How long does it take? Looks like it's connecting to iTunes.
The reset should take you holding those buttons down 20 seconds or so before it reboots.
BUt if your iPad senses a bluetooth keyboard then the on screen one shouldn't come up. So maybe if it's sensing a blue tooth one the on screen won't come up, but it's not connected to your bluetooth one either so you're kinda stuck.
Try going into the settings and turning the bluetooth antenna off. See if that brings your on screen one back. You may need to also re-pair your bluetooth keyboard. So tell your iPad to forget it, then see if you can re-pair it.
I did all of this, but still the same. Anything else?
The only other thing I can think of that's not drastic, or is at least less drastic, is to go into the settings and 'reset all settings'. You will need to retweak your device but maybe that'll help.
