Since upgrading to iOS 7 and then the corresponding YouTube upgrade I have noticed a tab called "What to Watch". It is the first screen that comes on when I start the app, and it seems to be full of disgusting videos I not only DON'T want to watch, but can't seem to remove from this tab. I am ready to completely remove this app from my iPad until YouTube fixes this issue, but I'm not holding my breathe.

Google does not give a way to remove them.
You might want to contact google and give some feedback since it is their app.

I agree with your feelings about their recommendations.
There is not a single thing on there I would ever watch the rare times I go to watch anything on YouTube.

In the You Tube app, above what to watch is a gear icon. Tap the gear then change safe search filter to strict.
