I am having this same problem. I have an iPhone 5 and an iPad 2. I updated to iOS 7 on both devices and my iPad is working fine. My iphone was working fine but last week it just stopped connecting to wifi at both my home and office. It recognizes the networks but when I put my password in, I get a pop-up box that says "can't connect".
I have gone through all the steps on your link, except firmware because I have no idea how to do that at home and have no control over it at the office. It doesn't seem like this would be the problem, as my iPad is working fine and my iPhone was working until last week.
You really need to test these system upgrades more thoroughly and adequately advise people about the problems they will encounter. A Google search reveals that his is a huge problem that not just a handful of people are experiencing. You need to fix this!!
