Apple TV 6 frozen - restart fails to unfreeze

My Apple TV is frozen, with the Movies icon selected. The device flashes in response to commands from my aluminum modem but nothing happens onscreen. The modem can't restart the Apple TV although, again, it flashes appropriately when I hold the menu and down buttons for six seconds. That leaves unplugging for 30 seconds, which restarts it — still frozen.

Any ideas?
