iTunesHow (and if) you get an account re-enabled will depend upon why it's been disabled. If for security reasons try : If your Apple ID is locked - Apple Support
If it's not, or if that doesn't work, try contacting iTunes Support and see if they can/will re-enable it - use the 'contact us' link at the bottom right of every page on here.
For your security questions : If you forgot the answers to your Apple ID security questions - Apple Support

And then logged out and back into the account everywhere that you're using it : What to do after you change your Apple ID email address or password - Apple Support ?
