Thank you for using Apple Support Communities!
It sounds like you want to be able to resize the wallpaper on your iOS device without it zooming in so much.
If you enable the Reduce Motion option in the settings, you will have more control over resizing your home and lock screen wallpapers.
Settings > General > Accessibility > Reduce Motion.

Oct 3, 2013 6:04 AM in response to sterling rby Acopswife,Mine is set to off and it still won't let me resize the picture except to go larger. I don't want it to be larger. It is already zoomed in and I want it to be able to fit the screen, not zoomed in! It only started this after the new update.
