the first thing to do is to triple click the home button,it will disable the switch control,then go to settings>general>accessibility and look for switch control,, disable it and disable auto scanning as well.

I had this problem last night with my iPhone 5,
Go to Settings/General/Accessibility/Physical & Motor then turn Switch Control Off.
This feature is for use with an adaptive accessory for people who may be physically disabled (like a physical button connected to the phone), iOS7 will then highlight items in turn (using a blue bar or square), the user can then select their choice (using their button or switch) when it is highlighted.
Please rest assured that the blue line is nothing to worry about and is not sign of a fault, merely part of the software.
I turned this off last night and the blue bar dissappeared. Hopefully the same will happen for you.

I have the exact same issue. The settings you describe above are all off but I still had it. It has been there since the day after I upgraded to ios 7.0.2 for my iPad mini. So I've had it for 4 days now, but today it is gone. Here is a pic.
I have no clue why it isn't there now. All i did was go in and check my settings, which, again, were all off as described above.
Here is a pic of the issue. This was on most apps and even turned on when I was on Safari if the website had to do any sort of loading, like a video, for example. The bar below is on a sailing app I have, but it was on most others too. The bar would just keep going from left to right and back again. It wouldn't never turn off. When I went back to my homescreen it would continue for about 1-2 seconds then disappear. Have dealt with this for 4 days now and it just suddenly stopped...figures...day I make a reservation at Genius Bar it won't replicate. Good thing I have a pic of it.
Definitely not good. First thing to try is to reset your device. Press and hold the Home and Sleep buttons simultaneously until the Apple logo appears. Let go of the buttons and let the device restart. See if that fixes your problem.
If that doesn't help have Apple check it out. Make an appointment at an Apple Store to have your device examined by a technician. Or contact Apple Support.
I get the same problem on my iphone 4 since i upgraded to IOS 7.0.2.
The vertical band was BLUE but is now RED.
Maybe related to the background image ??
There is no Settings/General/Accessibility/Physical & Motor option on the iphone4.
Its a strange one as it comes and goes..

I have an iPhone 4 with the same issue. Check again, because that section (not an option itself) exists:
Settings/General/Accessibility/Physical & Motor/Switch Control
This also fix another issue: my phone wouldn't lock or go to sleep if I didn't press the sleep/lock button. Therefore, if i had the phone like this, it would drain the battery. Happened last night and now it works well.
I've switched off this option many times, but for some reason after some time it switches on itself.

My blue line has returned twice this week. It seems like Switch control turns itself back on randomly, but I think that in every instance this has been due to (unaware) user error. The triple click home button turns switch control on an off, you can see this happening by triple clicking whilst in the accessibility menu.
I honestly don't think this is a bug, but I'm surprised that Apple didn't make the option a little harder to activate.
I just had my phone company send me a new phone because of this blue stripe issue. As soon as the new phone was started it happened again. Tried this cure and ..... NO BLUE LINE. Hope it stays that way.
Other issue: since IOS 7 (when the blue stripe appeared, my case charger will not work with iphone 5. It starts charging and then shuts off in 30 seconds. Any theories?
I have blue vertical line covering the entire screen. Iphone 4s ios 7.2 Sounds like the os is working in backround but cant see it. I tried erasing and restore no luck. Going to apple store tonight. Looks like hardware issue.
The Blue box that scans the screen is supposed to be there when the Switch Control is active. It's very easy to turn it on, triple click the Home Button.
I advise you to go to Settings---> General---> Accessibilty---> Accessibility Shortcut---> uncheck all of them.

I think the problem many of us have had with this is that it SEEMS to have turned on by itself. I certainly didn't on purpose and I've no idea how it got toggled on, but the fix above fixed my issue. I literally had the problem for a week. Had it at 11pm one night, the next day I took it to the Genius Bar and it was gone...I hadn't done anything differently. Did I somehow hit the home key 3x turning it on? Maybe...probably...? My guess is the problem is that we are all turning it on/ioff by accident but it shouldn't be that easy to do so.

I have been struggling with the jumping blue selection square (and a scanning blue line, as above) for a week now...
Thinking back, I remember fiddling with the Accessibility settings a month ago, but never switching them on. Looks like the triple click did it.

Mine was a scrolling red vertical line and I too, was fiddling in the Accessibility settings. I followed the advise above and the problem was corrected.
Settings---> General---> Accessibilty---> Physical & Motor---> selected off for both switch control & assist touch
Hello guys... I had this problem just yesterday and fixed it myself. First, there is no need to reset your iphone. Mine is iOS 7.1.2 updated. Here`s how....
General---> Accessibility---> then Guided Access. Turn it off. Hope it helps !
but this has only happened since i upgraded to ios 7... so far so good on what you told me to do i will keep an eye on it 🙂
