That indicates that the iPad was not synced the the computer you are using while the passcode was set. You can try another computer that you may have synced it with after setting the passcode, otherwise you'll have to force it into recovery mode to restore it, as explained under "If you have never synced your device with iTunes, or do not have access to a computer".


This is covered in step one of the linked article, where it says:


"Note: If iTunes asks you to enter the passcode, try another computer that you have synced with. Otherwise, go to "If you have never synced your device with iTunes, or you do not have access to a computer" section below."
