I'm not absolutely sure about this, However you might try restoring it from a computer where hopefully you will be asked for your details.

If you mean reverting to an eariler version of iOS, then you cannot do so. Apple has never supported any means to downgrade a version of iOS.

Oct 1, 2013 3:50 PM in response to Michael Blackby kirk3446,Thanks for the info. I fixed the problem by logging into Find My IPhone from my PC and erasing my phone. I just treated as if someone stole it. The erase program worked flawlessly.

I logged in to Find IPhone from my PC and treated my current dilemma as if my phone was stolen. I erased all the settings and personal info via Find My IPhone through my PC, and restored all my apps and contacts via ICloud Backup.

I need to Restore my phone to,hopefully, get Settings to work again. But I can't do a Restore until I turn off Find My Phone, which I can't do because Settings keeps crashing.
Talk about a vicious circle.
I went into iCloud/Find My Phone on my laptop and removed my phone. I then went to iTunes to try a Restore but it STILL says I have to turn off Find My Phone. I have done that three times now.
Should I also take the step "Erase My Phone?" I have a great fear of doing that because what happens if I erase the phone and it STILL won't restore? Then I'll be totally screwed.
This all started because I updated to 7.1 yesterday.

My ipod was new, today first day of use and I messed up trying to make it safe for my 9yr old child, applying restrictions.. but then somehow, so strange, my restrictions pass didn´t work even when I wrote it down... So you made my day with this workaround.
My daughter WILL have a working ipod touch tomorrow in her birthday... thanks to you..!!!
