I want to disable Smart Copy/Paste (Edit > Substitutions > Smart Copy/Paste), as some reading elsewhere suggested that it was behind the shortened URLs I get when I copy, and I really dislike them that way. But everything under the Substitutions submenu is greyed out. How do I fix this?

I wish you didn't mark this solved. Sure you got the menu ungreyed if you right click on a URL, but selected anything else and the menu is greyed out again. The question is why is it greyed out and how can we enable the menu option? I've been using Safari for years and years and never come across something this ridiculous - Apple what is going on here??
Open a Finder window. From the Finder menu bar click Go > Go to Folder
Type or copy paste the following:
~/Library/Caches/com.apple.Safari/Cache.db
Click Go then move the Cache.db file to the Trash.
Quit and relaunch Safari to test.
That actually did not fix it, but I noticed that if I selected the full address of a page in the URL bar and right-clicked it, the Substitutions menu there was not greyed out, and when I deselected the Smart Copy/Paste option there, suddenly the whole Substitutions submenu for the browser as a whole was available. users should be able to disable / enable smart copy and paste as they choose! yet there is nothing in the Safari guide or help search that mentions how to do this....
