Download the excel file and open in Numbers byusing the menu item "File > Open..." or dropping the excel file onto the Numbers icon.

You will have to explain what "it does not work" means to you.
Automaticly retrieve data from Twitter. The data you are looking at is already there in the excel file.
Numbers cannot get data from twitter directly. you will have to download a data file (like the excel file). The file you download is static and updated only at the moment when you request the excel file. There is a link that is updated when you enter your URL and refresh the page. In this case you can copy the data and paste into Numbers.
Alternatively you could develope an Applescript to retrieve the data and stor in Numbers.
