Currently I am using iCloud on Windows 7.
I use it mainly for synchronizing Internet Explorer bookmarks.
Whenever I delete a file from my favorites within the IE, it reappears after few seconds!

I am afraid that none of them solved my issue. They might be supportive if the problem is the application is mal-functioning; however, in my case, it is over-functioning!! 🙂
