I have this same problem. My card was expiring so I had to get a new one which I did a month ago and I was recieving iCloud emails saying I would be down graded if I didn't update my card number. So I go into Settings->iCloud->Account->Payment Information and type in my card information as instructed by my email. Its the same freaking card i use for iTunes purchases so I know it works. Also, I use it daily. After I'm done typing in my payment information I hit done. It sits there and does nothing, awesome. The only indication that anything at all is happening is your tiny internert spinner is whirling. After about 5 or 10 seconds, it returns you to the previous page....... thats it. No message of any kind whether or not it was successful, nothing. Go back to do it again, and there are blanks for the card number and such, but I don't know if it clears those out by default or not. I've never seen a company of this size have problems in thier software accepting money. Not one time. They make sure that stuff works 100%. Not Apple apparently. This is not the first time I've had problems updating card information with them. Its really mind boggling that they don't have error catches there and feed back for the user so the know what in the F@#$ went wrong.

I had the same issue, Sent Email offering £7.99 for 25 GB. Then sent me an Email at 2.52AM saying I needed to update my payment method although they had just refunded to it. Then 7 hours later, I had tried to before work at 7AM and thought, "as it won't let me do that on my iphone, I'll do it at lunch." Sadly at 9:56 am UK time, They reduced my storage.

Having Wasted an hour on the phone tonight, they first tried to explain that £7.99 is More than £0.79 times 12. Doh!

That was followed with lots of being on hold and then being told "We can't go back, We Can't make a refund. We agree it was short notice and that we didn't do it well, there are lots of issues about this and also that we never offered you that (till the saw the email)" So no better off and now having to pay more for same service. That's pretty poor service all around. I have to upgrade as All my files, Backups and Emails are inoperative Till I do so.

That's pretty bad for a company of this size, Guess they need some more bad press at the moment.

Same problem here. Got an email at 8 am saying I had to update payment info. I had it updated by 820 AM. I then received an email at 1040 AM saying they could not process payment and cancelled my 25 GB plan. I spent over an hour on the phone with Apple to have them tell me that I was **** outa luck. Nothing they could do. The rep did tell me that this was happening to many people. In the end, I'm out of the 25 GB plan that Apple said I could keep. Very ****** off. This is a very dodgy way to do business. Hey Apple, how about some insanely great customer service to go with those products.

I had a similar problem and managed to resolve it, though not sure exactly what made the difference. Allow me to explain.

I was in a constant loop trying to upgrade my storage level. On both iPhone 6 (iOS 8.3 - current) and MBP (OSX 10.10.3 - current) I would be asked for my Apple ID password and then just loop back to the purchase screen after entering it. My card wasn't near expiring and had plenty of credit.

I happened to have my wife's old iPhone 5 (iOS 8.2) handy and just for kicks decided to try upgrading her storage level. It worked. She has a separate Apple ID but we're in the same Family Sharing group. I then grabbed my old iPhone 5 (also iOS 8.2) and it worked on that with my account.

I confirmed on the MBP and iPhone6 and the storage level increased instantly.

I have no idea if it's an iOS 8.3 issue, or related to the hardware (doubtful) or in some strange way related to Family Sharing. If you have an old device around maybe this workaround will help you.
