Share 1 Library across different logins/accounts

I have a libary of music that I've ripped from CDs on a shared drive. My wife has her own iTunes account under her own windows login.

What's the best way to make the music available for her login without changing/affecting the main library?

She has her own purchased iTunes music, so I'm not worried about that, but more about the old music we have that's ripped from CDs? I have the hard drive space to make 2 libraries, if that's what's needed.

Or should I use the iTunes setting that says "Copy files to iTunes Media Folder when adding to Library" to add to her own libary?

But that's not exactly what I'm looking for. I'll try to explain better:

I have a master music library of various albums.

User 1 wants to use only some of those files.

User 2 wants to use different files.

User 3 wants to use still different files, but all from the same master library.

How can I allow all users to use music files from the master library, without letting User 1's changes/options/etc affect what User 2 or User 3 sees, or change any of the properties of the master music library.

If the answer is to simply make a copy in each of the various user's folders, that's fine. I have the hard drive space. But I'd rather not do that unless I have to.

Does that make more sense?

Seems like the best option may be to set up all users with their own new iTunes libraries, then only add in the music they would like to have in their personal libraries:
