Can you use the 5s without the fingerprnt scanner, i.e. can i use the normal 4 digit code for security???

I have a iphone5 otterbox case and the scanner will be covered. Ive looked but i dont think they do one specifically

Yes, I use both the scanner and my passcode to unlock my phone.

Yes, Otterbox has released a Defender for the iPhone 5S (and the 5C). It's not available in as many colors as the one for the 5 but it's out there. I've seen them at a Verizon Wireless (corporate owned) Store.
