I have not been able to upgrade my iCloud plan in 2 weeks.

For 2 weeks the option to buy a better iCloud plan, before a downgrade back to 5GB, was greyed out. I decided to wait until today and, when downgraded, buy more space. Today I was downgraded back to 5GB and still cannot buy better plan. It shows that credit card processing is down. Any ideas if there is widespread or just Apple asking me to move away?
