The app does not help you find the iphone that it is installed on.

Find my iphone is a built in feature of the iphone, no app needed. Al you had to do is set it up.

If you set it up on your iphone, then you may be able to go to icloud.com and locate it.

Otherwise it cannot be tracked.

ok lets say my iphone has the app correct and i go to icloud and try tracking it, it says it is currently offline is it possible that it can be deleted and then connected to the internet and then still say offline

Again, the app has nothing to do with it. The app does nothing at all to help you find the iphone.

If icloud show the iphne as offline, then it cannot be tracked.
