Do the albums in the Complete my album section rotate or can you request an album be placed in the complete my album section?
If I purchased an album, and then they release a "Deluxe" or "Super Deluxe" version of the album with extra tracks, I shouldn't have to repurchase the entire album all over again in order to get the bonus tracks.

Correct, you can just purchase the tracks you want.
Not all albums offer this option and some offer it for a limited time. It’s up to the copyright holders, so you’ll have to contact the album distributor to plead your case.
