Safari crashes with new tab (iOS 7)

As soon as I click the '+' icon in Safari it crashes and dumps me back to the home screen. I did a search to see if others were having the same issue but found nothing. How could I be the only person experiencing this? Also if I open a link in a new tab it just opens in the current one and removes the "forward" and "backward" history. I'm running iOS 7.0.2 on an iPad 4.

Tap Settings > Safari

Then tap to clear Cookies, Data, and History

Then restart the device.

Press and hold the Sleep/Wake button for a few seconds until the red "slide to power off" slider appears, then swipe the slider to power off.

Then press and hold the Sleep/Wake button until the Apple logo appears.

It happens to me as well; but rather than restart, if you can't afford the time, for a stopgap measure it also seems to work to hold the + symbol for a second or two and then release. Seems like this gives the machine a little time to 'think' before it gives up. I always appreciate that when people do it for me-- you have to be polite to your iPad or it pouts!

Clearing the cookies fixed the issue for me and I didn't restart the app or the OS. Maybe some people overstate what needs to be done. Also, I had this problem right out of the box but I did do an iCloud restore (created by my iPhone 5) to speed up customization of my new Pad Mini Retina. Maybe I screwed up Safari when I downloaded the iPhone iCloud backup into my iPad.
