Q: Pending bank order

I am currently using App Store in china and wanna switch to US one. However, my Apple ID indicate that I have pending bank order and reject App Store switching. This pending cannot be recover and wondering if apple can cancel the pending?

MacBook Pro 15", Mac OS X (10.5.6)
