clear / reset company phone without ID / PW

I need to reissue a company phone to another employee.

With the new ios7, all attempts to clear and reset lead me back to the apple ID / PW screen for the previous user.

How can we reset without ID/PW info?

Security features are great, but it doesn't make sense that I can't reuse this phone if I paid for it.

This is annoying.

Well, as a workaround, I created an exchange admin account (much like the one used for BESAdmin) with full mailbox rights and sendas (not the same as send on behalf permissions, for clarification) permissions on the user's mailbox, logged into OWA with that exchange admin account, opened the user's mailbox, went to options >phone, and used the "Wipe phone" option. Threw the phone on a wireless network and the device wiped fine.

Once the device is wiped, be sure to delete the phone from the user's activesync phone list in OWA.

Read these links, a device can be bricked if Find My iPhone is turned on and you don't have the PW.

1) Read through this article to find if your device has an activation lock.

2) If this is what you have - the news is bad:

I had this problem too,

I turned on the phone and it kept asking for an apple ID password... I couldnt do anything... even connect to the wifi!

I asked the ex-employee to log into their icloud account and remove the iphone from their account (they didnt have to supply me their password), once this was done i was able to plug the phone into their old work PC (hoping they had autorised it at some point.. which they did) and delete the phone through itunes... Thank god! the iphone was only 2months old!
