Allowing Macbook Pro to access a local port on my network. cannot access one local port even with firewall off.

I'm running a Windows app on Parallels and the app needs to access a piece of equipment on my local network at a specific local port. It cannot access that port, even with the firewall off. Also, is there a way to "ping" a local port to see if I can access it, or if it's just the app?

Any help would be much appreciated.
