Thanks for the question. Let's check your Control Center settings to make sure "Access on Lock Screen" and "Access Within Apps" are enabled:

You can enable and disable access to Control Center from the Lock screen or apps in Settings > Control Center.
To avoid accidentally displaying Control Center, some apps that rely on similar gestures, such as maps and games, may require you to swipe up twice: once to reveal the handle for Control Center, and a second time to reveal Control Center.
If you are unable to access Control Center from the Home Screen, and continue to have issues, you may want to restore your iPhone:

Oct 10, 2013 6:07 PM in response to matt00by Shadowrose,I don't know if that fix helped the person who first asked--but it's sure not helping me. I've spent HOURS trying to make the darn Control Center open so I can access the flashlight. I simply will NOT open.
There should be another way to access the things in the control center--like FLASHLIGHT
Notificaitons opens fine..all apps open fine. There is no case blocking it.
The sound died--I only have sound if the car charger is plugged in or if I use a headset or a dock. The thing won't even RING now.
I think putting on iOS 7 yesterday was the dumbest thing I've ever done. It just is too buggy.

Aug 26, 2014 7:04 AM in response to Shadowroseby manns1786,I had this same issue after updating to iOS 7.02 during a restore of my iPhone 4. I could not swipe up to access the control center except on the lock screen.
I did a hard reset of my device and the control center is finally opening for me on the home screen + other apps.
