Apple TV wont sync new photos

Myphotostream had different pictures across each device so I switched off Icloud on everything including control panel. I then added all my pictures to upload on my PC and then switched Icloud back on. My Iphone and Ipad sync'd perfectly. My 2 Apple TVs however only download older pictures and nothing within the last month. I have tried resetting them both and reinstalling everything but no joy.
